DigitalOcean and XPM Mining?

I read through their ToS and it doesn't say anything about not being able to mine on their "droplets"

 

I put in a ticket to support and they said that because of the high volume of XPM miners that they are unable to give me more droplets. 

 

What the heck is this crap?
