Windows Audio Doesnt Work

I build my second pc today and the microphone wont work. When I go to windows audio settings under the recording tab it always shows that the mic is outputting full volume even when it is not. When I click on properties and "Listen to this device" I only hear popping, it seems like the louder the input to the mic the louder the popping sound is.
