Gta v low gpu usage 10% max

I see my cpu usage at 70%-80% but my gpu stays at 2%-10% I'm not getting horrible fps but it doesn't stay at the 144 I would like, it dips down to 80fps in the city. My graphic settings are set to high not maxed out.
My setup
Asus z370e
I7-8700k @5.0ghz
Asus strix 1080ti
16gb corsair vengance
