More fans = fans can run slower (and heatsink is likely bigger) therefore it should run cooler than the 2 fan version.

Idk depends on the size. Prefer my sc 1080 over a strix. overclocks the same and is quieter and ran better temps. Id prolly go the same way with a 2070, prefer fe as it just looks better.

There is a rational argument for both.  At a certain point you just have to check the benchmarks and reviews of the cards to see how they've performed for other people.  Also, keeping in mind your case, and other components and their placement in the case.  For example, if you're going for a front mounted radiator, that can cut into the space allowed for the GPU.
