Which GPU should I get

1. No. We don't have that many, if you want a used one maybe look on eBay or get an old mining card

Just get the 2080 series.  If you have the money for a 1080Ti then just get a 2080.  The reason reviewers complained is that normally with a new generation you get more performance/dollar, whereas with RTX you just get more performance for more money.  If you already could afford a 1080Ti just get a RTX 2080.

1 & 2 - Answers will be an easy No. 

3. - Once you reach, I believe 100 post count, you can post in the classifieds and put an ad to purchase one. 

Or you can go to websites like Ebay or try apps like Let Go and Offer Up

4. The 2080 and 1080ti are very similar, if you're uncomfortable with buying a secondhand than the 2080 is the next best thing considering the discontinued 10 series has skyrocketed. Black Friday deals are upon us so keep an eye out for 2080's and such.
