Just bought Fallout 76; The game is constantly running between 30-60% GPU usage. When I open task manager the GPU usage jumps to 100% for a really short period of time. I tried different drivers that didn't make a difference.

The rest of the system is

4 GHZ 2700

3466 RAM that does have the ability to run Memtest for days without a single error; really.

I don't think it is any bottle neck because the CPU usage is under 40%.

They'll have to patch it, the day one included fixing a glitch that had to do with the framerate dictating physics. Are you getting 60 fps?

I WILL find your ITX build thread, and I WILL recommend the SIlverstone Sugo SG13B
