In that case take a look at the Dell PowerEdge R710 on eBay, I threw a bunch of 8TB drives in mine for 29TB of usable space with RAID50.

Could anyone compile a Parts list of items for a small server? I would like anywhere around 4-10 TB of storage and Gigabit Ethernet capability. (You can sacrifice gigabit ethernet for a smaller value if possible, I plan on needing this to be very low price.) Compartments and server racks have already been dealt with.

What kind of business and budget are you looking at? If you want an out of the box solution Synology gets my vote, the management is simple while still offering very good control over users, access, and features. For the price, you really can't beat a Synology with a "build your own" solution unless you have specific software requirements.

I would like a build it yourself solution suitable for fast transfer of large C++ applications, with a max budget of $2000USD, but $1200-1500 would be preferred. I understand that I am not offering a high budget, but I am only working with 2 other employees.
