Can you take out everything but the cpu, cooler, and 1 ram stick? Make sure to disconnect any usb devices and plug in the cable to the hdmi from the motherboard

Did you just try it or have you already? I want to be sure, also make sure the ram is in the second slot closest to the cpu.

Ok after trying everything I know, just rma the motherboard because if you can't even get to boot and the motherboard is giving you the same code after you have changed a bunch of variables, it might be a dud (but it also might not be)

Have had the same issue today -Remove cmos battary and graphic Card and use the displayport from the i/o penal (from the Intel GPU) -now you should See an Image in the screen and A0 or A2 on the Mainboard (but you can enter into the uefi).
