Weird YouTube issue

This afternoon I came back from school only to find this strange issue on YouTube. I've included a video below to demonstrate what it is since I have no idea how to describe it (sorry for not uploading to YouTube, I'm lazy :P). Games work fine, so I have no idea what the issue is. Thanks!
