Computer doesn't boot normally unless Reset

So ive been using my computer awhile now and have noticed no matter what i do when i turn it on everything goes well but it stops loading on a black screen before windows 10 (and stays there)  BUT if i just reset the computer it goes about it normally like nothing ever happened?? its worth noting when the computer is on it behaves perfectly fine..

Does it do the same when you use:

CMD > Shutdown -s -t0 

 

If it does not i would check the Windows installation. or at least, you know, updates..

you might never know what they have done in the previous update.

Yup no matter how its shutdown unless its from a restart

I know its been awhile but the problem fixed itself after switching out the A6-9500 for the intended ryzen 3 2200g it now boots up normally no weird stuff at all
