so i have an old 2.5" sshd  from my laptop and i was gonna put it in my ps4 for more storage. the problem is i need to download the ps4 os onto the hard drive. right now the hard drive has windows on it, and from experience, when my laptop or pc has 2 drives that both have a copy of windows, it creates all kinds of problems and wont boot. So, how can i clear this drive? thanks.

You can use Windows Disk Management to clear the drive, or Diskpart via CMD prompt to clear it. Alternatively, a piece of software like EaseUS Partition Manager should also be able to format / blank the drive for you. Last resort would be booting into a Live Linux USB and nuking it via gParted.

A good and inexpensive way to clear it would be to buy a USB to SATA connection wire, on amazon for like $10 and then connect the SSHDD to your computer once the OS has booted and you're able to access the desktop, it will work like a portable USB so can be formatted from there.
