Only half ram, no matter configuration

So my buddy has a laptop that's acting weird. He has 2 2gb sticks of ram. no matter what order the sticks are in, he only has 2gb, as if it's not detecting the 2nd stick. Now he has swapped the sticks around, and also ran the computer on each stick separately, and a neatest shows the ram is good. He's updated everything to try to solve the problem, but no luck. he gets a bsodS with tons of different codes, but never gets a dump file. 0x0000003b and 0x00000001e are the common codes (not 100% how many zeroes after the x in those) also has gotten 0x00000023 as a code as well.

 

what could be the issue?

what could be the issue?

If he is getting the BSODS then it has to either be winddows or the ram. pretty sure is the ram tho, there most be some damage in the ram

I could be the slot but i give that a 5% .Rarely occurs

he's tried both sticks in each slot, he even put a single stick in one slot and ran it. did that with both slots and both sticks, and always gets 2gb, no matter what stick is in what slot (obviously only going to get 2gb with a single stick in, but still gets bsod with either stick in either slot running singularly like that)

it could be a mainboard fault.
