Intel QHQG

You should just be able to look around for a used one, I scored a delidded i7 6700K for $250 last year, though I do live in the US.

Those engineering samples are great fun for a project build, but I wouldn't count on it being reliable to use 24/7, especially if your mobo isn't one that's been known to work well with these chips. Maybe get a used one from within the EU and see if they'll ship it to you?
