Hey there, I'm new to posting in the forums, let me know if I need to move this somewhere else!

I've got a strange situation: 
almost every time I go to cold boot (I have not noticed this when starting from sleep/hibernation) the computer will start, then stop before the monitors can see anything.
After a few seconds of being off, it will start back up and boot normally.

I'm thinking this is a PSU problem, but other than some coil whine (it's more noticeable since I recently swapped my old Radeon 7850 with an RX 580)  it was been working great!  I'm nowhere near the power capacity on this thing.

Figured I'd drop this on you guys before I go tinkering, I hate troubleshooting my stuff, I do enough of it at work! :)

Edit: Originally built this thing in 2013, but since then RAM has been upgraded, storage has been added, CPU cooler has been upgraded, etc.  The PSU is orignal.
The CPU IS overclocked using MSI's baked-in utility.

Mine does this when i change OC settings, its nothing to worry about, i believe it's just applying changes before booting.
