Did you upgrade from Nvidia to AMD or vice versa? May be worth trying a reinstall of the graphics drivers.

i upgraded from hd 6670 to rx 580 
also i have tried to reinstall the drivers 3 times now

also i have tried to find a manual for the monitor but there is nothing that shows how to reset the monitor back to its native reso

Well that's the GPU's task. Double check your settings, disable unsupported modes if there's a checkbox for that. Maybe try a different cable. It seems to have to do with the resolution. Otherwise I'm not sure what else to try :|
