HP ssf graphics card help

Hi 

I have a hp ssf pre built that i got for a little project. Most so i can run into problems with out waiting any realy money and get my knowledge up. 

 

This pc has a 25w limet on the pcie. 

 

I disided to get a 1030 d4  (please i know is a rubbish card but it will definitely work and fit in the case and for £40 used did not seem too bad)  20w tdp any way what arived was a low profile dd5 30w tdp.

 

Due to personal issurs it card and system will not be in the same place until after the return date. 

 

I was wondering if i cobble together powerd with a pcie extention and uses the and the 4. 

 

Or its there something you can do with software to underclok it 

 

Or any elce that would cost less than £20

 

Or any one in the Dovon  England  with a h2 socket motherboard in for cheap
