My CPU is idle ... Still on 3.9 GHz ..

So is this normal ? Or something is wrong ?

What power plan are you using? As I believe there is a setting that will make it always run as high as possible. Also, make sure that speed number is correct by checking with e.g. cpu-z or hwmonitor.

If your power plan is set to "High Performance", your cpu will be at its full turbo frequency all the time. 

 

Set the power plan to balanced (or manually change the power/frequency settings for the High Performance plan) and you'll be able to get your cpu back to idling properly.

 

If you're on Balanced/low power plan and it still isn't doing it, check you have speed boost and/or speed shift enabled in your motherboard bios.

Definitely check the BIOS for the Max Turbo feature and that it is disabled.

Be sure to also check that no overclocking software is activating the Turbo frequency.

If all else fails go into the plans and make the max of the processor about 75% of what it is running and see if it still stays the same.
