Computer won't turn full

My computer just tried to turn on my computer after a month of inactivity and it won't full turn on.  It lights ups of a second and turns off it keeps doing that for a while steadily staying I longer till it sounds like it comes on fully will work for a few minutes then crashes and starts the whole process over again.

clear cmos, unplug the main power and wait a couple minutes and try again, that usually fixes it for me.
