I have Windows 10 installed on my laptop. Recently, my usb ports stopped detecting any USB drives and also the bluetooth stopped working.
To investigate i navigated to the device manager and found the problem with USB driver as- "Windows cannot start this hardware device because its configuration information (in the registry) is incomplete or damaged. (Code 19)".
I could not find any Bluetooth drivers listed in the device manager.

I tried reinstalling the official drivers for my laptop model but the problem persisted. I have tried every fix but nothing has worked.

As a last option i am considering installing a fresh copy of Windows.

I Wanted to ask "Will Reinstalling windows fix the above mentioned problems"

Have you contacted your laptop manufacturer?

I WILL find your ITX build thread, and I WILL recommend the SIlverstone Sugo SG13B

Contacting them will mostly require me having my laptop leftover at their service center for a couple of days  and I intend to fix the issue asap.

Yeah reinstall should work, it just seems a hassle. If the manufacturer had some way to help you force drivers to work, I'd prefer that personally, but of ASAP is what you need, I'd just get a new copy of Windows going. However, if that doesn't work it sounds like it would be a hardware problem.
