Xbox Controller Bluetooth Issues

So, a few weeks ago, I bought a cheap $5 bluetooth 4.0 adapter off eBay. (One of those cheap CSR Harmony Dongles)

 

I have been trying to get my Xbox One S controller to connect to it... But it keeps refusing to connect. It shows up in the software... But it won t connect. I've tried everything. Updating the controller, reinstalling the drivers... Nothing works.
