hello, 

soon i will receive my new graphic card, but i forgot to buy a new PSU, the card rated at 500W recommended and my PSU is only 430W, my question is if it is ok to use gpu with underpowered PSU and if i can down-clock it to much my psu (for now).

No, I would not.  A 500W PSU is pretty inexpensive.  Time for an upgrade.

if the second PSU has enough juice for the card.  it would work.  you would need to devise a way to turn on both PSUs at the same time..... and thats super janky... just buy a beefier PSU.

I would start underclocking and lowering the power limits so that the card never exceeds your psu's capacity. I would also recommend running benchmarks and monitoring the stability. Just take things slowly.
