I'm a total newbie but this happened after a random shutdown and 2 disk checks on startup, random power outages has been happening but nothing like this ever occured. Other than the white lines, the screen seems to refresh slowly upon any actions, kinda like after images.

Kinda looks like a broken screen. Did you plug it in to another device to test if it's the driver or the actual display?

Don't have other displays to determine that I'm sorry, it does fix itself after a few minutes

Can I find those in any hardware stores if that is the case? Which cable should i replace. The one connected to the gpu or the power socket?

Ok after some testing i believe it's my monitor, unplugging the gpu cable from it causes it to flash a notification which results in the same way when I turn it on. Thanks all for the replies

 

Though is there a possible fix to this? Or is it a permanent damage, the monitor is fairly old

Save for a new screen, you will need it.

That looks like your panel is bad and dying.

 

Not much you can do about it but save money for a new unit and replace that one.

I doubt there is anything you can do as probably the display drivers are bad - the ones that are chip on flex things. Nothing you can do about that, sadly.
