Should I go with slightly higher frequency (3600) and CAS latency (18) ...

Is this for an AMD CPU and motherboard, or an Intel CPU and motherboard? Trust me, this is important.

Okay, good to know. RAM speed and latency is not nearly as important with Intel CPUs, compared to Ryzen. To put it simply: the latter will be ever so slightly faster, but you will barely see any difference, whether it be in a game, or in a rendering application. IMO, get the former, and play around with the latency, speed, and voltage, and see if you can get it slightly faster. I'll leave you on this equation:

 

How Fast Ram Is = (Latency) ÷ (Speed)
