I got this system for my sons 21st can this be over clocked using the fan, you see on the link (Give it a few secs to fully load the saved configuration) if yes what do I change in the bios and what settings do I change them to

No. It cannot, because you have an i7 8700, and you would need an i7 8700k.

 

Only the K-series chips can be overclocked, everything without a K is locked.
