Low FPS

This is with 2600X (at 4GHZ/1.385 Volts) because most of the time it was around 3975 anyway, 1080ti not OC in anyway, plus 16 GB 3200/CL14 RAM. 

 

Last night it was doing a little better. It averaged about 43-45FPS on the same settings except I wasn't on a 1080P Monitor it was a 4K one. I woke up this morning to this.
