Have you tried a different keyboard. and mouse

Putting it in a different USB port.

Also does the problem occur on things like Chrome, word and anything else that has a large amount of typing.

are all the programs you use update and support your devices.

If you reinstalled windows several times i cant really see that its a software issue.

just a few ideas

It looks like wireless USB conflict problem I saw many times. As @Acid Panda said - try different USB port. If you're using USB3 for it, change to USB2 and vice-versa.

Do not plug this too far from keyboard - use case USB connector if needed and do not plug anything to USB next to your receiver.

We should really make some top10 charts for people reinstalling Windows - how many times for single problem and for what reasons. This time is keyboard and 3 times. I think someone can beat this by reinstalling 6 times because of wallpaper change.

Ok this is an extreme measure but you can disable the USB through the BIOS and try each one individually and trouble shoot them one by one. Just be careful which what you play with in the settings.

It's a very weird things that's happening. I've got no explanation if  you don't get many more replies do re post it's with our conversation copied in so people know what has been said

But if the pc Is new for you it might be easier to return the componts and have them send you new ones. Just to be on the safer side.

Well, if you use TeamViewer, then it's really strange.

So focus on tools that you have installed on your computer - any extra tools from manufacturer? Any tools from motherboard producer? Some "extra" MSI tools or "great" ASUS tools installed? Any special protection, any "magic" cleaner? Any other wonderfull windows optimizers?

Use Autoruns64 to check what is running.

And one more - are you sure that you have chipset drivers installed?

EDIT: Or maybe I understand it wrong. Do you use THE SAME keyboard for TeamViewer and for local computer and that causes problems? If yes, then it may be keyboard problem after all. Did you tried another keyboard?

Update

It seem weird bug in CPU, i replay i5 3570 by G2010, everything back to normal, no unicode bug, no chrome crash. So I change my i5 3570 to i5 3470. I'm fine now.
But i still confuse, WHAT's bug this CPU get?
