Im building a rig with a total budget just over $1,000. However, I'm having trouble choosing which monitor to go with, on the one hand, I have one that is 23", free-sync, 1080p, curved display, and most importantly, 144hz refresh rate going for $220(https://www.amazon.com/gp/product/B078P2XN9M/ref=ox_sc_act_title_1?smid=A1BVYXEL822RF0&psc=1).

On the other hand, I have a 27" no free-sync, 1080p, curved, and 60hz (oc 75), costing $160 (https://www.amazon.com/gp/product/B071JJ8V4S/ref=ox_sc_saved_title_1?smid=ATVPDKIKX0DER&psc=1)

With a build costing $1,000, that $50 could go to something like more ram or upgraded memory, so bottom line is, is it worth the cost on this kind of system(i5 8400, rx 580)to go for the higher price? do you have a better idea? my graphics card could probably get 1440p if i wanted to stay at 60hz, but would that be a viable option? etc.

It depends on your preferences, if you want better smoother gameplay, then get the $220 because the game performance will increase due to the refresh rate, it is a big difference going from 60hz to 144hz. But if you don't know or don't care about that, then save money. But if you want a bigger screen, that plays an important role, if you can't support a bigger screen, then the $220 is the better option. So, just weigh in your factors on what you're looking for. For me, I would go with the higher refresh rate, but just think about more.
