     I've been having a problem in all my games with frame skipping and input lag. I've replaced all the parts in my PC including CPU, GPU, PSU, RAM etc. I also replaced my Monitor and cords etc.
I have also tried using a different keyboard and mouse. I've reinstalled windows 10 countless times, wiped my ssd and on a fresh install of windows 10 and I still have the problem with no extra software installed. 

     My ping in games stays normal around 60 ms and my framerate is always stable around 260 in games like Overwatch. I've also tried using CCleaner to clean up the registry and scanned my pc for viruses but came up with nothing. I've also tried 3 different mice. I also installed a Audigy FX 5.1 soundcard, which I've tried playing with and without, no difference. For some reason in the device manager when I update drivers for the soundcard they update to 2017 drivers but all I can find online is 2015 drivers.

 

     When I alt-tab out of the game, and back in it, the issue is fixed for about 3-4 seconds but comes right back. Lowering my GPU powerlimit in MSI Afterburner from 100(default) to 90 makes my games feel a lot smoother, but I've already tried lowering it further than that and capping my fps. I also recently (last week) replaced my SSD with a Samsung 860 EVO and migrated over the OS and removed the old SSD, nothing..

the video doesn't work btw

 

and i would suggest downloading this software:

http://www.resplendence.com/download/LatencyMon.exe

 

then providing screenshots of the Main tab and the Drivers tab (Highest Execution order)

also don't forget to press the green play button.

 

your problem is very strange but it seems to me it's a software issue, have you ever tried gaming on it with fresh windows and no software installed? not even mouse or keyboard software, just Nvidia drivers and Steam.

I've tried countless fresh installs of windows with no software or updates etc. Always produces the same frame skipping effect.

Ok, I added the links for it in the main post. It's hard to really see it when you record with any recording software but if you watch the Red Training Bot's movement you can see it almost jitter a bit as it moves, the effect I see is far worse. I tried recording it outside of my pc with my phone, but the fps is too low to see it. Warning there is sound/music in all 3 clips. Capping my fps to 240 does help but it's doesn't get rid of it. I've tried all vsync methods but they didn't help except for fast sync, but when I use fast sync I see stuttering everywhere. Also I'm not sure if you know anything about chipset drivers, but I do wonder if they have anything to do with it. I always install it when fresh installing win10.

Just wanted to post here to confirm I too have this identical issue. When you watch a bot move/follow its movements in game (with stable FPS & Ping) it jitters like it keeps having to catch up to itself. I've tested this on 3 setups and all do the same thing. I think the issue has something to do with Windows 10 itself as all 3 computers I've tested on are completely different hardware. Only consistencies between each setup that I have is G.Skill ram & an EVGA PSU, but other than that different hardware entirely. I might try windows 7 on one of the PCs to see if that makes a difference.

 

Edit: Also wanted to confirm I have input lag in all games just like you. I'll post my PC specs too later if you're interested in that.
