I was thinking below 400$ if something like this exist. Just for internet and video.

the lenovo yoga book is about £350 UK, so might be about that range for your currency. but is both android and windows, and is about as small and clever as they come for that price, packing an intel atom quad core with decent ram and a capacitive keyboard/graphics pad
