Microsoft Netframework 3.5 wont install

Go to solution Solved by Catsrules,

In the windows 10 search Search for Turn Windows feature on or off.

 

Open that up when it finds it.

 

.NET Frameworks 3.5 should be at the very top check the little square and press ok. It should auto download and install. If it is allready checked I would uncheck it and let it uninstall, then reboot and install it again.

 

If it doesn't find it search for control panel then go to programs and features then turn windows feature on or off will be in the top left corner

So i have two programs that need microsoft 3.5 netframe to work but i already have microsoft .netframe 4.0 already as my laptop already notified me that i had it installed. However neither still dont want to work correctly and mention i need .netframework 3.5 to run the programs. 
It just wont install either it usually just gets stuck at the loading and gives me an error code (and no, the error code doesnt have any F's in it, only 0x00d something) 

 

Help? I dont know whats wrong with it

it just got stuck at "searching for required files"

Here's a direct download link from Microsoft.

i already tried downloading it from their website, all it does is stay stuck at "installing required files"  then error
