A 21.5 inch monitor with 1ms response time or a 24 inch monitor with 5ms response time, used mainly for gaming.

Response time is largely irrelevant -- most manufacturers don't measure it the same way and the difference between 1ms and 5ms (even if they were measured the same way) is irrelevant.
