Hi, I would like to consult my rig, I just recently built my own pc but i notice it's grounded i properly put the mobo stand off. When i plug it directly my PSU(seasonic sii 520watts) to our outlet it grounds my unit. I did purchase an AVR and it was fix. Do you think this is right thing to do? please help. I'm from Philippines.

If you want to ground yourself using a PSU it requires nothing but a outlet and a PSU. Don't turn your PSU on and plug it into a outlet. And then slap your PSU everytime you want to install something.

I did have good psu(seasonic sii 520watts) though. But i suspect my mobo is static. Right now didn't feel anything even a small static or ground when i connect it avr to my psu.

Encountering static contact is pretty rare (to say the least in my experience building for 4 years) so normally when you touch a static device it wont shock you or anything. It just grounds yourself. You wont get shocked when you slap your PSU either. But either way. If it's connected to a outlet. And you touch that it will still ground you. That's why people use anti-static bracelets. Because it wont shock you for the duration of the build. If you are carrying a crap-ton of static in your body. You might feel a minor shock. But nothing else.
