So I was looking to deploy USB Flash drives and was wondering is there a way to deploy these with out fear of someone taking the drive and just wiping it or manipulating any files on the drive? So basically Read-Only drives, and also I would prefer a non permanent solution but if there is none that's ok I'll take any suggestions.

You can set the drives/files to read only with simple permissions, but there's nothing you can do to stop people wiping them. If you need secure storage that you don't want people wiping, USB drives are not the solution.
