Constant boost

My 7700K is boosting to 5Ghz all the time. I am unable to get it to stop. I have tried restarting, clearing cmos, reseating RAM, unoverclocking, and limiting the processor speed in windows. Regardless of what I do my CPU is constantly booting to the max boost clock. It is affecting performance in games and now won't even let me launch some games. Was wondering if I should try and reinstall windows or maybe update my bios. I have no Idea why this is happening but I have been trying to fix it for a couple of hours now so any help is very much appreciated.

Never mind, I guess I fixed it by going into windows and dropping the maximum processor speed to 10 and then back to 100

And upon restart it still doesn't work and went back to boosting all the time

It is now working again, we will see how long this lasts

The only thing that it boosting to 5ghz all the time would do to games is make them run better. lol

Having the same issue again, I just don't want my CPU at 5ghz all the time because I know that constant voltage can be hard on it. It also seems to hurt fps in games more than help, when it isn't constantly boosting then I tend to get higher fps. I think that it might just be a windows issue at this point. I have tried all the same steps again and nothing seems to be working.
