I hope you did not touch any of the contacts on the cpu, it could be a mount issue. If not, try moving ram around and trying only one stick.

SOLVED

 

I have a Z370 Aorus Gaming Mobo

Evga GTX 1080ti FTW3

Evga supernova 750 G+ 80 plus gold

Intel I5 8th gen CPU

Cooler master hyper 212 led turbo

Samsung 860 evo 1tb SSD

 

So my pc till turn on and everything will start firing up but the boot menu wont come up neither will any of the peripherals after about 15 seconds the gpu and the case fans will turn off and turn back on and start spinning again.

I tried taking the cpu out and cleaning it and reapplying thermal paste but the issue continued to exist

Redo all your connections.  All of them.  Something isn't getting the right juice and shutting the PSU down.
