Why do you need $130 worth of fans ? I would just go with a case that already has RGB fans if that is what you want.

The 1070 ti version of that gpu is $90 less. There isn't a huge amount of difference between a 1070 ti and 1080.

I would go with a higher end board for an 8 core. The R7 1700X is $27 cheaper and should overclock more or less the same.

No need for a 750W psu. A 550W is more than enough.

Saved some money the liquid-cooled was overkill and there were cheaper versions of your ram, power supply and graphics card I thought that the two SSDs for an intel optane memory stick which will boost the hdd speed almost up to SSD speeds.

No idea on fans but you should be able to get a case that already has RGB pre-installed for less than the Corsair 400C + $130 of fans. I would ask for suggestions in the case section for RGB cases.

Intel Optane Memory is for Intel based systems. He can use StoreMI on Ryzen.

That psu and cooler should be changed to something better especially if overclocking.
