Hello having troubles with FPS with some games.

My specs:

i3-3240 

8gb ram 1333

Gigabyte RX 580 Gaming MI 4GB 

Huntkey AFPC 600w

 

I am aware that my CPU is currently bottlenecking my GPU and plan to upgrade soon. I play games like Dota 2 and PUBG, etc. My problem is, I'm running dota on max graphics and I'm dropping from 90 to 30, then constant 60... Is this solely on my CPU? It says the work load on the CPU is around 70-80% and GPU at 20%~ but the FPS numbers aren't too good. Is this solely due to my CPU bottlenecking my system? btw, monitor's pretty old at 1366x768 but playing on FHD to reduce cpu usage but currently using the GPU Scaling and virtual super resolution features of AMD cards thanks!

I think so. Especially PUBG.
