FPS low when Task Manager isn't open

Since last couple of weeks every game that a i play has low FPS when the task manager isn't opened up.

Most of the time i lose like 80% of the frames. (Like from normal 200fps to 40fps)

Now to fix this problem i cant just let task manager stay opened up, because it closes (crashes?) after some time (arround 10 mins).

I also noticed that shortly before it closes the CPU % skyrockets from normal utilization (20-40%) to 95+%.

Sounds like its time to reinstall Windows, lol. I would say uninstall video drivers with DDU. Use Afterburner to monitor GPU and CPU usages. So many things could be causing it. Also you could try doing a clean boot which disables all non essential programs.
