My budget was recently bumped up by 400 dollars so now it is at 1,100 CAD. I have picked out some parts including a Ryzen 5 2600 and a GTX 1060 6GB from EVGA. I was wondering if the CPU would bottleneck the 1060 or vice versa. If you have any answers to this please comment them.

Edit: Would it have any bottlenecks if I swapped out the Ryzen 5 2600 with a Ryzen 7 1700?? I can probably fit that into the budget and stock cooler will probably be fine.

No bottlenecks. You won't even bottleneck a 1080Ti with that CPU until you really step up resolution, settings, and refresh rate.
