Drop the H60. The case supports CPU coolers up to 82mm, so the stock cooler should fit. Low end slim 120mm AiOs generally don't make sense. 

Might want to change the motherboard for the MSI B450I. It's cheaper, and I'm fairly sure it's better. 

You can get a 2800MHz kit for $10 more, or a 3200MHz kit for $20 more. Ryzen benefits a lot from faster RAM.

What's the PC for? If it's for gaming, definitely drop the 970. The SX6000 is really well priced, well under MSRP. You also have the MX500. 

The Gigabyte RX 580 is the second worst RX 580, so absolutely do not pay a premium to get it. The ASRock RX 580 8GB ist currently available for $220 after rebate, and with the same game bundle on Newegg. 

600W is way overkill, so get the 450W SF.

For games, the extra cost won't help with loading times, and the Windows boot times are unaffected. While the read speeds are faster, they won't double the FPS in games, nor will it halve the boot time. 

Never claimed the stock cooler was better, just that low end slim 120mm AiOs don't make sense. They won't be overclocking anyway with either cooler, due to the restricted VRM cooling, so spending the extra cash is just wasting money. 

Gigabyte uses one PCB for their RX 580s, afaik. AHOC on YouTube. It takes two seconds to verify, yet you aren't able to do so, and it's fairly common knowledge anyway.
