Ok so I have TWO, radiators. One Corsair H70 for the CPU, and one on my GPU...here are the full specs:

 

NZXT Switch 810 PC Case
AMD 8120 8-core CPU w/ Corsair H70 Watercooler
16GB DDR3 (1600) Corsair Vengeance  
Sabertooth 990FX R2.0
PSU: XFX XTR 650 Watt
Samsung 120 GB SSD
GPU: Geforce GTX 970 "Hybrid"
 
Looking on line I have found that 65c is about all my CPU can handle, and even in a room with AC going it get there in a hurry when at load on the CPU when I am Baking Maps.
The Radiator for the CPU is located on the TOP in the back slot, while the Radiator for the GPU is on the bottom right in front of the PSU. I have a 2 fans in the front of the case drawing air IN, as well as an exhaust fan in the rear in the usual spot right above the rear IO Panel, and an another exhaust fan on the top of the case in the very front fan slot...if none of this is making sense I will be very happy to send pictures. I think what I need to know is how I am supposed to be running two radiators in the same system. Please help!! Anytime things get heavy for the CPU it seems to have trouble staying cool, and I think it is how I have everything setup.
 
Help would very much be appreciated :O)

61c is the max temp that processor can reach before it starts failing. 65 is well 4c higher than max rated.

How old is this system? If it is old, then tiny pump inside the H70 could have gone out.
