Facebook advertising .

Hello. I want to target an audience on FB with a custom CSV. First of all what is the Phone number structure. For eg in greece i must input +30XXXXXXX or +30030XXXXX. And lastly  if i dont have an email of a targeted person,will the system find the target only from his phone number?

Yeah he can be found via phone number if its been registered with facebook. 

For the phones in greece, im not exactly sure, but go ahead and try both to see if it pulls. The system will just reject or accept so feel free to test it.
