Power leaking

The ports (usb, audio etc.) on my brothers computer are leaking power into the case making it not turn on. I don't have anything to test the electricity but with my cheek I can feel a shock like a nine volt on your tongue. Any fix for this or is he going to have to buy a new mobo?

Have you tried it on different outlets?

Check the standoffs are all in properly and there's none loose or that a screws not gone between the motherboard and motherboard tray.

 

A faulty motherboard wouldnt cause an issue like that. it's likely something jumping the power or a grounding issue.

If you mean that the motherboard IO ports in the back are leaking power, it might be worth checking if none of the little IO shield brackets are stuck in a USB port causing a short. I'm not sure if this would cause the PC to not turn on at all tho.
