The CPU and motherboard come in a bundle for $369 which i think is a good deal at my local store. The case I already have here in my apartment. what do you think of this build? recommend a power supply

It's also really loud and has issues with its protections.

Is the 2600 available in a similar bundle? The price difference between those is usually enough to get a better cooler, which you'll want with the nice motherboard. 

There are cheaper 3000MHz kits available. Get one of those. The difference between 3000 and 3200 isn't that big. 

Are you sure you don't want a HDD or a larger capacity SSD?

The 1070 Ti is available for $20 more and performs quite a lot better than the 1070. Next gen Nvidia cards will also release soon-ish. 

Assuming you'll overclock the 1070 Ti (or next gen equivalent), 450W is plenty. The Whisper M is a good one at a good price. Alternatively, the 550W version, if you'll get a 1080 Ti equivalent and overclock it. The Focus Plus Gold 550W is a bit cheaper than the Whisper M 550W, if you want to save a little.

I bought a Hard drive already  its a seagate barucuda and its already here in my apartment.

 

You do not think the stock cooler will work?
