New Build Freezing Seconds After Startup

I just completed my first build, but it keeps freezing. Here are the specs: 

 

CPU: AMD Ryzen 7 2700 X

Cooler: Wraith Prism

GPU: MSI GTX 970

MOBO: Gigabyte Aorus Gaming 470 X

PSU: ATX CB700W

RAM: 16GB Corsair Vengeance 3000MHz DDR4 (2 sticks)

OS: Windows 10 Home on a WD Blue SSD

 

Things I've tried: 

Removing all peripherals except the monitor, the keyboard, and the mouse

Removing and reinserting the hard drive power and SATA cables

Removing and reinserting the RAM (both sticks work)

Clean install/boot of Windows

Booting in Safe Mode

 

It runs just fine in Safe Mode--no freezing. The problem is I can't even reliably enter Safe Mode, because the system will oftentimes freeze before I can get to the Safe Mode option (shift + restart), and so I haven't been able to figure out if it's a driver error or not. I contacted Microsoft, thinking it was a problem with Windows itself, and they suggested that it's probably a problem with the Motherboard or the CPU. I know it's not the PSU or the GPU because I recycled them from my last PC and they worked just fine. Any ideas as to the likelihood of this? Also, has anyone had a similar problem and found a solution?
