hi, everyone, posting this again 

 

so I wake my pc from hibernation I start to feel some lag and then when I check my CPU usage it was 100% but only on third-party system monitor software but not on windows own  task manager then I install new windows but the same problem and then I use key shot  to render something just to check if the CPU usage goes up in windows task manager but no and key shot is a cup base rendering engine another thing is that temp is not changing at all so plz can anyone help me
