I bought this board refurbished:

http://www.newegg.com/Product/Product.aspx?Item=N82E16813121348

and this RAM:

http://www.newegg.com/Product/Product.aspx?Item=N82E16820231492

and built the system only to get a POST error code of 3 beeps, which according to the manual, means "No memory."

I swapped the RAM out, testing each module on each slot with no luck. The monitor is completely non-responsive. I reset the CMOS, as well.

Any ideas? I'm really stuck here.

[sOLVED] It's quad-channel RAM on a duel channel board.

a. Make sure the ram is all the way in

b. Try different ram sticks from other computers that you know work

c. Motherboard ram slots are defective and you must RMA (if you can considering it is a refurb board)

This may have been an issue prior to the refurb. Try testing with different memory, because that could be the issue, dead RAM. But all sticks is kinda odd. Just test with different components, swapping out and replacing. Then I guess you'd RMA it.
