CPU overheating

From a thermal point of view, the temp difference with the ambient is not as impacting as the overall coefficient of heat transfer which packs into account 

Conduction and convection as well 

 

Poor air flow or improper air contact with the fins will surely tank ur coefficient 

 

I used to have a hyper tx3 evo from my old pc, and when i got a ryzen 2700, i dissasembled the fan and glued  it to the the extra fan mounts included with the tx3 and i got a whopping 16 c drop on idle,  ambient was 35c max

 

Try using a push pull config on the cpu cooler as the cpu has more cores now and will go beyond tdp with core enhancement. 

 

Dont put the paste as an X  

Put it as a central  sphere and press very hard on it and dont move side ways
