My PC turns on and and I see the windows logo and then the the screens turn black but are still detecting that there is an active input

Cool. I don't even know either, man. (Thread titles are kind of important to be a bit more descriptive...)

 

Anywho, please list your full system specs so we know what hardware we're troubleshooting, and if you have a GPU, remove it and connect your monitor to the on-board graphics on the back of the motherboard, and let us know how it goes.

It's probably the graphics driver crashing.  Follow the instructions above if possible and reinstall the driver.
