You mean how does it work?
There are 3 parts to a liquid cooler:
1. Pump
2. Tubes
3. Radiator
Firstly, the pump which has a coldplate on it similar to heatpipes/heatsinks you'd find on conventional air coolers transfer the heat from the CPU die to the coldplate.
Secondly, the tubes then take the hot air from the coldplate into the water tubes and transfer that through the radiator fins to dissipate the heat outside, and also cools itself off on the way back to the pump.
Thirdly, the water now comes back around back to the pump through the tubes to repeat the process over again.
